Bscitiu Noe was a Starfleet lieutenant commander from Kashet in the late 24th century.

Bscitiu grew up in the frigid wilderness of Kashet outside the domed cities, a descendant of the old patriarchal tribal society that existed before the ice age. He was open-minded, but still very much a part of his culture (for example, he hunted for both food and sport, while Kasheetans in the cities were almost exclusively vegan.)

Bscitiu and Sheleth first met when he was 8 and she was 6. Through his relationship with Sheleth, he realized that the city dwellers didn't really understand them, and decided that if his people were going to survive, they needed to be more exposed to the outside world, because a lack of understanding leads to distrust. This was his inspiration to join Starfleet. Bscitiu's people were never asked if they wanted to join the Federation, but Starfleet considered him a Federation citizen nonetheless.

Because of his upbringing in the wilderness and the lack of Federation influence, Bscitiu didn't typically stand completely straight and sometimes ran on all fours, although he was perfectly capable of a more bipedal posture.
