Toson Kelephao was a Starfleet crewman from Natrix, a Federation member planet.
The Natrix system was on the edge of Federation space and was protected by the Natrix Defense Fleet. Kelephao applied to enlist in the NDF in 2391 but was turned away because of a large number of applicants. He was encouraged to join Starfleet instead and reapply when he had more experience.
Kelephao was one of the few crew members on the Paramaribo who volunteered for bridge duty, and was often one of the first people to introduce himself to new passengers. He quickly made friends with the Voth crewman Olira.
Like most Federation starships, the Paramaribo was designed for species that lived on land, so Kelephao used a small hovercraft platform to get around the ship.
