Bugsy was the first person to intentionally take advantage of Bill's transporter so he could spend time as a Pokémon.
At first, he tried to keep his excursions a secret from the rest of Johto, but after passing out during a run-in with a Pidgeot, he woke up taped to a slab of particle board with Falkner looking down at him.

(For reference, that board is 150cm, almost 5 feet long.)
