[ST/SU] Bsictiu Noe

A junior officer aboard the USS Rhode Island. Although "Bsictiu" is his given name and "Noe" is his family name, his culture's naming conventions prefer the given name in all situations, so he's referred to as Bsictiu by the other officers.

His planet has ongoing cultural tensions between residents of the climate-controlled cities and people who live outside in the wild. In fact, in his native language, the two genders are "urban" and "rural." But none of this is relevant to the story, where he's basically just another guy on the bridge along with Harry Kim, Nog, and Torra. I picture him as a Kasheeta, as laid out in FASA’s Star Trek IV RPG sourcebook, but this isn’t strictly necessary.
